Extended crank time when fuel below 1/4 tank

99 9-5 w/130K. When the tank gets below about 1/4 full the crank time is 5-10 seconds. When full it seems I barely touch the starter and she's fired up. Fuel pump and filter replaced recently (10/08) but this problem existed since I bought the car in 7/07 (118K miles). Any thoughts? Thx.

New Info on extended crank: after some deeper research I found the answer to be a new check valve is needed. This comes with a new "complete" pump assembly but that is not the path I took when replacing just the pump motor. I don't recall the check valve part number. Now taht gas is less expensive (compared to "cheap") I will just keep the tank full(er)...
