95 monte carlo runs wierd at 4000 rpms

my 95 with a 3.1 v6 when i press the gas in park or netural it gets up tp about 4000 rpms and it starts hesitating can anyone please help me

is that the rev limiter even when i drive the car hesitates for instance as i acelerate to pass some one. it sounds like it missing from the exhaust rumble but it also hesitates at 4000 but it does go over and hits rev limiter around 6

please help the car hesitates at 4000 but it will go over till it hits the rev limiter is it normal

No rev limiter when driving until as you say 6k, many things can cause a hesitation, tune up, a bad sensor , clogged fuel filter, you need to have the car scanned and checked out for that condition there is no way to diagnose this any other way.
