Unhappy Fan doesn't come on at switch positin 1 &2?

Hi,
I have a 99 Altima GXE. I found the fan for the heat doesn't come on if the switch is at position 1 & 2. It works fine at switch position 3 & 4.
Anyone can help? Thanks in advance.

Blower motor resistor. About $40 at the dealer. The New resistor looks slightly different from the original, but it works. Takes about 5 min to change. It's located in front of the glove (inside the vehicle)compartment on the fire wall. The resistor is thin, and black (almost like a credit card) with two bolys securing it.
