Exclamation 1996 Plymouth Breeze refuses to start

Alright so on the Fifth of June (6/5/2011) my friends 1996 Plymouth Breeze refused to start. At first, there was an audiable clicking, but since then it has died down. Currently, we have only replaced the battery (the previous one was coated with junk anyway). So my question is this, would this be a Starer Issue, Alternator Issue, or possibly a security system issue? We have electricity to the car, we just cannot get the engine to turn over.

I'm having the same problem on the same car and year have no clue what's wrong did your friend have any luck yet?
