If the fluid contamination is the source of the problem, not changing the hoses will probably not improve things even after you remove the contaminated fluid. If the brakes remain locked up once applied, that's likely due to brake hoses rather than the fluid. It's possible the incorrect fluid degraded the hoses and is causing them to collapse internally and act like one-way valves.
