Gap between front rim

Hi, mazda 3 owners.
I have a 2008 Mazda 3 Grand Touring with the factory 17" rims. I bought the car used so I'm just getting familiar with it.
My question is that I noticed the front rims don't fit over the hub and doesn't seat on the rotor like the rear rims do, as a result 1/4 gap. I noticed inside the rim where the opening for the hub goes into the rim is beveled and upon measuring approx. 3" for the hub, the opening in the rim is smaller. Is this normal or is a spacer plate missing? Kind of unusual.
I google searched and found nothing on this subject.

I figured it out. There was a aluminum washer for fitting aftermarket universal rims stuck to the hub.
