96 Cavelier Lights not working correctly

The brights work fine like they should but when the lever is clicked to dim them they turn off. You can the pull the lever 7/8ths of the way back and the dims will turn on but only if you hold it there. Let go and they turn off. Pull it a little further and the brights turn on. Is it just a bad multi-switch?
