1995 Civic Surge Problem Not FITV or IACV

1.5L surges after it warms up. Cleaned and swapped out the IACV and tightened the FITV. Car still surges. Checked for vac leaks and found non. Here is the weird part. When car is surging if you either turn the headlights on or put the fan on high the surging stops. When I turn it off it starts immediately. Any ideas this is a super weird problem. I have no idea why the lights or fan would help this. Thanks - JT

it ended up being an incorrect idle. We adjusted the idle and it is good to go now - JT
