Question 99 328i 42,000 mi P1475

my girfriens car has been driving me nuts. P1475 evaporative emisson control reed switch will not close. After some research found out this was part of the active carbon canister on the rear pass side. I replaced the whole unit carbon canister, leak detection pump, reed switch, and vent. Code still comes up. Car runs and drives beautifully but wont pass MA inspection
Does anyone know how to diagnose this system to check operation of the reed switch?
Any help would be appreciated, Thanks in advance.
