Angry 99 TL idle rev 1000-2000 dies in gear

I just dropped off my 99 TL to get crooked at and it was reving to 1000-2200 RPMs and back down to almost dieing while in gear. I have seen on some forums on a.. P0505 - Idle Control System Malfunction being posted for this problem.

What are we talking about in terms of actual labor and materials to get fixed. This guy is fair but he had that look in his eye when I dropped it off.
