Water Pump Replacement Cost

I think I need a new water pump. I noticed a couple days ago that my antifreeze level was really low so I figured that there was a leak somewhere. Today when I drove the car there was a huge puddle underneath where the water pump is located. How much is a resonable cost for labor to replace the pump on a 1996 VW Passat GLX? Also, is it normal that the engine has to be removed in order to replace the pump?

How am I able to tell that the leak is a result of a failed pump?

Passat 95 water pump

about $130 CDN and $100 to replace - 1.5 hr. (aftermarket, garage)
it's $220 CDN + $70/hr labour at the dealer,

engine is not moved
