How about trading for a Ford blue Cobra Shelby!
I don't think you can use the money from clunkers to buy a Blue Cobra.

First, do you have anything done to the car already, performance wise? And I assume you have an LS1, so what type of tranny is behind it? And I assume you are looking for 400+ crank hp, not RWHP.
But to try and answer your question straight on, the only viable answer that matches your criteria would be juice...squeeze...giggle gas...the bottle...spray...formerly known as nitrous (NOS is a brand for nitrous, not really a name for nitrous itself).
A constant 400+ crank or rwhp would cost you way over $1000 any other way you go, sorry to tell you.

400 horse for a 1000 is a pretty tall order. In fact i dont think it can be done. nitrous oxide works, but it tears up stock motors. You can try things like, have your pcm tuned, exahust sys upgrades, fuel sys upgrades (better pump, bigger injectors) I personaly tend to shy away from headers on a 4th gen, after watching every 4th gen on the dyno LOSE hp after adding them. Another thing i have learned, any reputable dyno shop will lead you in the right direction. its impressive what they can do with what you already have. it wont be 400 horse but they can tell you what to get in the right order to get you to 400 hp a little at a time as money permits.
