Is it possible to put a DOHC Head on a SOHC Block?

It will fit but the DOHC had a different PCM and trans gear as it made its power at a higher RPM. You will also need all the timing components IE belt, covers and idlers. The DOHC also used different pistons and without them the compression ratio will drop. All of this will cause a decrease in power. You will also need the intake and exhaust manifolds with throttle body plus any connectors that are different. I put a 1999 DOHC in a 1995 SOHC car and drove it to Florida twice, it will work but I had a complete donor car.

Sorry its different the SOHC is round and the DOHC is oval the single has o rings and the double has a gasket

Yes you can, the blocks are identical. You will need the following:
Used Parts you can get are: (from a DOHC of course)
*Head with cams and valvetrain
*Intake manifold
*Exhaust manifold (or DOHC header)
*Intake assembly (why not go with an Iceman or 3.0L intake?)
*EGR valve tube
*Pistons (you can use SOHC pistons, but you will lose compression)
*Fuel rail and injectors
*Passenger side motor mount bracket
*Valve cover
*Cam gears
*PCM for your year of car, 95, 96, or 97-99 (why not get a Mopar PCM?)
*Power bulge hood or cut the bracing out of your current SOHC hood.
*You can opt for the dual radiator fans, but I don't think you need them even if you have A/C
New parts you should get will be:
*DOHC Headgasket kit
*Timing belt/timing belt covers (if you want them)
*Timing belt idler pulley
*Plastic thermostat housing
*Upper radiator hose
*Camshaft position sensor
*Spark plug wires
*Head bolts
*New gaskets where you will need them.
*I'd also suggest changing the water pump while you are at it, along with the new timing belt and tensioner pulley
You will also need to extend the 3 CTS (coolant temp sensor) wires so that they reach it's new location.

you can use a 3.0L intake on a 2.0L neon? will that increase power? and which 3.0l?

You need to find a late 80s or mid 90s 3.0L intake tube from a Chrysler vehicle. Use that intake tube to make your own Iceman like CAI.

The only one I know of is called a Mattdog adapter plate. Runs about $250-$350 if i remember correctly.
