I have 95 Metro 1.0 and going to need to put on a new Catalytic converter and was wondering what is a good brand that will work like it supposed to and last a long time?

From what I understand, catalytic converter function on Metros is vital to good gas mileage

How do you know you need a new catalytic converter?

I also have a '95 1.0L. I'm curious about this too, and haven't had to do it yet.

I heard there are high flow catalytic converters for Metros, wonder if they are better and help MPG

Cat converters eventually get plugged through regular use. They remove NOx, CO and CO2 from your exhaust. It's hard to know when it is plugged without actually removing it, so I would suggest that whenever your car comes due for a new muffler or exhaust pipe, you may as well get the cat done at the same time. There may be a way of measuring the pressure that the exhaust leaves the muffler, which may tell you if the system is constricted, but you would need to know what the normal pressure would be, and I don't know what that is.
