Is there much difference in the Metro 3 cylinder from 1989 - 2001 in terms of reliability, fuel economy and bodies rusting out?

Also is the EGR failure and passage clogging issue prevalent on all years?

Since they were all pretty much built at the same factory, I wouldn't think there would be much difference. The main thing is where they are being driven at. I lived in Syracuse, NY and they use salt for melting snow on the streets - very very bad on bodies. The south, say Arizona/New Mexico would be great on bodies.

The 1994 XFI is the fuel economy king with these cars. Different cam, computer program and lighter car contributes to over 50 mpg CITY and upper 50's HWY. Most of the 3 cyl, 5 speeds get close to or just over 50 mpg HWY depending on driving habits, and anything with an automatic transmission will get you about 10 mpg less.

You need to keep up on the PCV/EGR maintenance. It is a pretty common issue with these motors.
