Brake Light/Turn Signal Problem

A Couple days ago the starter was replaced in my 1989 Mitsubishi Montero 4L 2.6L...
We disconnected the starter and battery and then hooked up the new starter, charged the battery and hooked it back up.
Once I got on the road I noticed that I had no turn signals or brake lights.
The turn signals not only don't come on outside, but the signals do not light up on the dash either.
We've checked all the bulbs and even replaced them. We have checked the fuses and even replaced them, but the problem persists.
We have checked the voltage going to the brake lights and turn signals under the dash and it is a constant 12V... Any suggestions?
