86 Mercury Cougar LS, Seatbelt Light stays on, weird ding when headlights are on

Hello Everyone!

I'm new here...looking for some help. I have a 1986 Mercury Cougar LS...and a problem!

I noticed recently that the seatbelt light does not go out. This bugged me, but wasn't a big issue until I decided to drive at night. Whenever the seatbelt light is stuck on, and I have the headlights on, the dash emits this weird ding. I have NO idea how to describe it, but it almost sounds backwards to the normal chime it makes when the door is open & you have the key in the ignition, or when you have the door open and the headlights are on. It's very annoyng, and does not stop.

Every now and then, the seatbelt light does it's normal thing...is on for 5 seconds when the car is first started (and the 5 dings to remind you to put your seatbelt on are emitted), and then fades out. I disconnected the seatbelt sensor, and this didn't change the situation.

For a while, the wires at the seat belt were broken, and were left unfixed for a long time (years, maybe)...I had no problems then. It recently started this issue, and I thought that it was about time to re-wire the seatbelt sensor wires. So I did that, and the problem went away. Now it's back and I am totally confused!
