rear brakes on a 89 lude

Hay guys I need some help
I am trying to change my rear brakes and I cannot get the caliper to collapse fully it is still handing out about an inch.
Is it a part of the emergency brake or what can I do??

are you compressing it with a c clamp? That works for me every time.

Are your rears drum brakes?
