I was browsing through ebay stuff this afternoon and came across a "performance chip" that supposedly increased 20 horsepower! I thought this would be total bullshit but is it? Its a resistor that hooks to something in the engine. Anybody think it might work or is it a big scam which i probably think it is.

Yes, it is a scam. No, you will not gain 20hp. If anything, you may even lose hp. All it is, is a resistor that tricks your ecu into dumping more fuel.
Hardly worth any money or time.

To clarify, there are two types of "chips" being sold on ebay. One is a resistor mod that looks to be complete crap. The other one is an EPROM chip that you must solder onto your ECU.
The only competent chip I've seen made for the Prelude is the Spoon chip. But even that isn't as good as stock. A chip must be made car-specific, otherwise it doesn't work. The Spoon chip does give you more power by leaning out your mixture, but this is damaging to the engine.
