I have a 97 prelude and i want full cat back and a higher flow cat. But i live in pa and emissions are more strict than other states. Does anyone know more about this? Thanks.

well i suggest a evo greddy cat back exahust system and a carsound cat. Taht should pass emission as long as there are new weird belt sounds coming from you engine bay....
also, you prob want headers as well becuase the cat and exhaust won't give you any more than 5 hp with that restrictive exahust mainifold

Since a "Cat Back" system is installed after the catalitic converter it doesn't affect emissions so it's no problem. An exception may be any noise regulations in PA. You're supposed to be under 95db in CA. An after market cat is illegal in CA on OBDII cars but I've never had a smog check guy look under my car. I think they're OK everywhere else.
When you get ready for a header and/or intake the story will be different as they both are viewed as affecting emissions. In CA you can only use parts with an E.O. (Executive Order?) number.

Usually performance isn't a problem here. Since there are so many people, lots of manufacturers go to the trouble and expense of getting an EO number for their products. It's the way the state does emissions (and lots of other things) that can be a real pain. I'd like to move out of CA even if we do have nice weather.... I remember driving through PA, lots of mountains, looked really nice.
