Complete Engine Rebuild and Turbo for 1993 VTEC

Hi, I am going to be doing some serious work on my car in the next 3 months to get it fitted for the best turbo system my money can buy (around $10,000 is a reasonable budget). I run a 1993 prelude VTEC with 86,000 miles on it in almost perfect condition with all stock engine parts at the moment, but modified suspension. I need to first bulletproof the engine and make it as safe as possible for a high horsepower turbo. I was wondering if anyone has researched doing work like this, and has priced anything out. I'm not sure what turbo system to get but turbonetics looks the most promissing. I'm thinking the engine rebuild with labor and parts will come out to around 5,000 dollars, and then the turbo will be additional. I'm looking into a stage 4 that can push 20+ psi easily. Any suggestions for turbo's, work I should do, or extra tips for the engine rebuild? I'm just starting to plan this out and do as much research into the best parts for my car, and the best way to rebuild it as far as rods/pistons/everything go.
