While getting my 2006 CR-V, with 2.4L DOHC 4 cyl. engine, inspected in NJ, they retrieved OBD codes of P0172 (fuel system too rich, Bank 1), P0300 (random misfire detected), and P0301 through P0304 (cylinders 1 through 4 misfire detected). The vehicle has 78,000 miles. Is it likely that new spark plugs are all that are needed? (they were never replaced)

yes,
change them out, but don't be cheap about it... get double platinum tipped ones or better
edit: Original equipment is iridium.
reset the ecu/ ecm and then see if the same codes return after a few cycles
