Paint Blisters

My 2001 taurus had a new paint job a while back but now just in one spot there are a few small blisters that came up, I have done body work before but i do not want to strip down and repaint this, all i want to do is stop it before rust apperars, cuz it is just moisture right now, Would it be safe to poke a small hole in the blisters and dab a bit of touch up paiont on it or what would be the best thing to stop it?

The best advice that i can give is you sand the blister down to the primer and reshoot that area where the blister was
