Moving my car without towing it

Hello,

My car has a dead battery and a flat tire, even though a mobile mechanic replaced both the flat tire and the dead battery with a new one almost 5 years ago. My landlord told me that I have to move my parked Honda Civic EX 2005 which is currently on PNO (Planned Nonoperation) in an area that now has leaves and grass. I never had this told to me in the last 5 years since my car has been on the landlord's property. He said I have to do it soon, about 1-2 weeks, or else he will get his property insurance taken away.

PNO states the following:

PNO can refer to planned nonoperation, which is a status for vehicles that will not be driven, towed, stored, or parked on public roads or highways for the entire registration year. In California, the Department of Motor Vehicles (DMV) allows vehicle owners to file for PNO up to 60 days before the registration expires or up to 90 days after the registration expires.*

And those aren't the only problems. In order to take my car off PNO, I have to first visit a DMV office to get a Vehicle Moving Permit (REG 172) to take it off PNO and register it by first getting a smog check. I don't understand why I can't do it online or have it towed to a nearby smog check station. And PNO has restrictions on towing vehicles while it is on PNO status.

So, now you can see how I am in a bit of a conundrum.
