Safety and emissions compliance letter

I'm trying to help a friend in Scandinavia who bought a 2010 Ford Mustang GT. He would like a Safety and Emissions Compliance Letter from Ford in the US. I reached out to Ford and was told that they can't issue that to me since the car was originally sold in Mexico. my friend lives in Finland and bought it in Sweden.
Ford told me to call an importer in the US to help me obtain a compliance letter. I called an importer and they told me that Ford tell people to do that, but they can't help me.
Am I missing something, is there any other way that I can get a Safety and Emissions Compliance Letter? Seems like it should just be a letter stating some facts about the vehicle
I'm not sure why he needs it, but I assume it is to get it properly inspected and registered in Finland. Without it he may have to pay a huge sum of money to have the Mustang certified in Finland. Ford will only issue this if you have a US address.
