1992 pontiac grand am 3.3 low voltage to cps no spark

hello everyone we have a 1992 Pontiac grand am 3.3 liter our problem is the cps sensors supply wire is reading .332 of a volt the ecu power supply is reading 12.0 volts have not done wiring before this was for a friend. the motor was in pieces in the trunk all back together now but no spark need help seems like a electrical short somewhere but a new to electrical diagnostics. please help.

are the coils and ignition control module working? also you need to turn the crank when testing the CPS voltage variance
