It is how the PCM/ECU manages the engine rpm from doing harm to components, It may retard timing, alter fuel injection and/or change other engine management controls limiting engine speed. Some limiters are triggered by the speedometer, traction control systems, overheating condtions. It is not illegal to change the parameters of the rev limiters/governors but will nullify a warranty.
