Question

What would be a good two wheel drive car to rally? Either front or rear wheel drive does not matter.

I'm not an expert, but I would recomend something light, cheap, and front wheel drive. You want front wheel drive because you'll never keep traction around a corner, it's like driving in the rain with old tires.

Doing actual rallies requires a purpose built car and a budget of rougly $10000 per season.

However, you can do rallycross, which is much simpler and can be done with a street car. For a cheap FWD rallycross car that's fun I would recommend an older VW GTI or Ford Focus.
