Help please....

Hi guys, I have just joined this forum. I have just purchases a 95 306 turbo diesel. The engine seems sweet and nice an quiet. I have a few problems i have noticed and was wondering if anyone could give me advise and help. The rev counter doesn`t work but am hoping that it is just disconnected. But the ignition barrell`s spring seems to be broke, so when i switch on the engine. i have to put it back to the middle mark, being careful not too turn it back off which is quite annoying. And finally, the person who sold it to me, said that the glow plugs need looking at as it sometmes/often takes awhile to start. But i thought that glowplugs weren`t that expensive so why didn`t he do them himself, so am thinking what else could it be. Thanks for your time and any info is possible

the ignition is probably faulty (not the barrel this doesn't have a return spring) as for the heater plugs probably didn't do them as they are a pain in the a**e if you dont have the proper tools and 10cm fingers that can bend in six places.mechanic by trade so have learnt the hard way. if not heater plugs then possibly injectors but would usually smoke with these
