Have fun.. The windshield washer concern..
I just pulled apart my dash to get at the steering column and instrument cluster (dead light behind the temp guage) so that I could get at the wiring harness and control arm that actuates the wiper/washer and R&L signals. Firstly, check all related fuses and master fuses under the hood as well..look in your manual for the larger block type relays but if replacing disconnect battery to test. (Go to a wreker for a $1.00 for a handful of all types of fuses) Also, while under there make certain the main plug/harness to the wipers has not been unplugged if someones been changing say the struts or coil springs on the front drivers side. The three philips #2 ?/( I think) screws, under the plastic column shroud can be unscrewed and also unscrew the tilt arm barby turning counterclockwise but be certain to drop the steering to lowest setting/notch first. That gives you access to the two torx screws for the control arm. Lift away the bottom plastic shroud and prop up the top as it will be held in place by the key way lock, wings. Look in the immediate area for cracked wires as my 96' had two wires broken and I soldered back together very carefully because of the small amount of room. If the wires are frayed and it's from the harness connector at the switch to under the dash then you'll have a chore ahead of you. the whole underside of the column panels etc will ahve to be unscrewed and the column dropped down so that you can access the wire harness lead which is about 14" long aprox. which connects to another harness under dash.. but it's strapped on with wire tape and plastic shrouds etc. Good luck in finding if that's the problem..But I had to pick up a harness wirer and a used arm from the wrecker for $25.00 and found out it wasn't the arm and was the wire harness that they gave me for nothing at the wrecker! Good Luck
