1990 Cutlass supreme gage cluster odometer digits jumping

Hi, The digitial dash board (Gas gageSpeedometer and Odometer) on my 1990 Supreme LS is starting to mis-read the digits, The odometer moves 3 digits to the right and other times the whole display lights all the digits (as if in the test mode).
Is this a voltage regulator problem?
If i use the light dimmer for the dash intensity it sometimes works normal.
Any help is appreciated.

Probably a couple of problems starting with leaking electrolytic capacitors, blown resistor and probably just needs to re-solder the IC (Integrated Chip) solder connections.
