no notch on harmonic balancer.

Hello I have been having trouble with gas mileage (11.1 mpg) and lack of power since my ecu fried back in march. I have replaced the ecu now i need to replace my idle speed control motor which requires that i set my timing which i think is off anyway by the way the car lacks power and how the idle is a little high. Problem is i can not find a notch anywhere on my harmonic balancer only two small holes side by side on the outside lip of the balancer. I have never seen a balancer without a notch on a car that required manual timing. Does anyone know why there is not a notch on my balancer? Im not trying to spend a hundred on a new balancer but im also afraid to mark it myself wrong and have my timing more screwed up than before and not be able to get it back running right. Should i just buy a new balancer or what can someone help me out here? Its a 90 deville with the 4.5 port injected v8.
