Report: One-fourth of overseas votes go uncounted

WASHINGTON (AP) - One out of every four ballots requested by military personnel and other Americans living overseas for the 2008 election may have gone uncounted, according to findings being released at a Senate hearing Wednesday.
Sen. Charles Schumer, chairman of the Senate Rules and Administration Committee, said the study, while providing only a snapshot of voting patterns, "is enough to show that the balloting process for service members is clearly in need of an overhaul."
The committee, working with the Congressional Research Service, surveyed election offices in seven states with high numbers of military personnel: California, Florida, North Carolina, Pennsylvania, Texas, Washington and West Virginia.
It said that of 441,000 absentee ballots requested by eligible voters living abroad - mainly active-duty and reserve troops - more than 98,000 were "lost" ballots that were mailed out but never received by election officials. Taking into account 13,500 ballots that were rejected for such reasons as a missing signature or failure to notarize, one-quarter of those requesting a ballot were disenfranchised.
The study found that an additional 11,000 ballots were returned as undeliverable.
Schumer's office said that because a person living abroad must request the absentee ballot and show a clear intention to vote, voter negligence is not thought to be a major factor.
Rather, the New York Democrat said in a statement, there is a chronic problem of military voters being sent a ballot without sufficient time to complete it and send it back. He cited estimates that a ballot can take up to 13 days to reach an overseas voter.
Among the states surveyed, California had 30,000 "lost" votes out of 103,000 ballots mailed out. An additional 3,000 ballots were returned as undeliverable and 4,000 were rejected.
The hearing was to take up possible problems in the Federal Voting Assistance Program, a Pentagon program that handles the election process for military personnel and other overseas voters.

That's bull shiite and anyone with half a brain KNOWS it is. Does that exclude you? There's no telling the damage Acorn exacted on the election!

How long has ACORN been involved in the voting process?
If this past election is questionable, what about the previous ones?

This is the first election where I've even heard of Acorn.

As far as vote and voter repression, and election fraud, there's nothing new...this stuff has been going on for quite awhile. The US will be brought down by corruption and greed.

I think that's the point; ACORN isn't the almighty election result affecting entity that it is being mde out to be. If they could fix the results to suit their ends, would they have let Bush win?

Bush did not have a real opponent (Mr. Global Warming) and nearly lost the election. So yes, ACORN was at work for the liberal agenda, but could not convince enough people that the nut on the ticket was Presidential material. BTW, we are having the coolest spring in GA in the past 20-yrs, must be 'Global Cooling'! :rofl:

Well, if the next census falls into their hands, as has been suggested, we'll get a first hand opportunity to observe how much influence they can wield.

Democrats are split on how to deal with Acorn, the liberal "community organizing" group that deployed thousands of get-out-the-vote workers last election. State and city Democratic officials -- who've been contending with its many scandals -- are moving against it. Washington Democrats are still sweeping Acorn abuses under a rug.

On Monday, Nevada officials charged Acorn, its regional director and its Las Vegas field director with submitting thousands of fraudulent voter registration forms last year. Larry Lomax, the registrar of voters in Las Vegas, says he believes 48% of Acorn's forms "are clearly fraudulent." On Thursday, prosecutors in Pittsburgh, Pa., also charged seven Acorn employees with filing hundreds of fraudulent voter registrations before last year's general election.

Acorn spokesman Scott Levenson calls the Nevada criminal complaint "political grandstanding" and says that any problems were the actions of an unnamed "bad employee." But Catherine Cortez Masto, Nevada's Democratic Attorney General, told the Las Vegas Sun that Acorn itself is named in the criminal complaint. She says that Acorn's training manuals "clearly detail, condone and . . . require illegal acts," such as requiring its workers to meet strict voter-registration targets to keep their jobs.

Other Democrats on the ground have complaints. Fred Voight, deputy election commissioner in Philadelphia, protested after Acorn (according to the registrar of voters and his own investigation) submitted at least 1,500 fraudulent registrations last fall. "This has been going on for a number of years," he told CNN in October. St. Louis Democrat Matthew Potter, the city's deputy elections director, had similar complaints.

In Orange County, ACORN staffers submitted multiple, duplicate registrations on behalf of six separate voters this summer. One individual had 21 duplicate applications. Election Supervisor Bill Cowles and his staff protested, noting in a June memo that ACORN had been submitting sloppy forms as well.

ACORN, or the Association of Community Organizations for Reform Now, changed procedures, disciplined some staffers and improved relations with Orange. ACORN has signed up 135,000 new Florida voters since January in just three counties: Orange, Broward and Miami-Dade.

That's a fifth of all new voters. More than 58 percent are Democrats, who now outnumber Republicans by almost 500,000 voters -- providing Barack Obama a potentially crucial edge in the neck-and-neck race in Florida.

However, Secretary of State Kurt Browning, pointed out that unregistered voters could be signed up without their knowledge and then have absentee ballots fraudulently cast on their behalf in rare cases. Browning said he had a good working relationship with ACORN when he was Pasco County's elections chief until 2006.

ACORN is a massive nationwide association that made its presence felt in the 2004 elections when it signed up 212,000 people to vote in Florida, where it now has 15,000 members.

Republicans said ACORN wasn't just working on the successful ballot initiative boosting the minimum wage in Florida -- it wanted to help Democrat John Kerry. Kerry lost by about 381,000 votes. Since that election, ACORN says it has signed up 382,000 voters in Florida.
