Tinting and headlights, powerlocks and neon lights...OH MY!

Hi! I'm new here, so hopefully someone can help me out!
I got my 2007 Cobalt RS about a year ago. I have been told the RS model is only around my area...and is basically an LT with nice rims. I'm not sure however. It has no power anything and is just basic. So I want to fix it up a bit.
First off, I want to get my windows tinted, along with black headlights and tail lights. I figure since my car is black, it should look pretty cool. However, all I can find is projector headlights. I would be fine with regular headlights...I just want them black. And I think covers would be tacky. But I don't know where to look. Am I stuck with the projectors? They are rather expensive...and I don't really need the upgrades.
Also, I want my car debadged. Can I do that at home? Or is it going to cost me a fortune to get it done at a body shop?
And I have seen a lot of people painting different things. Such as the bowtie, but I am not sure what that is. I plan on getting neon lights, and I want to add like an accent color on the car. What can and can not be painted? Any suggestions on good colors that would go with black? I like pink, but I'm afraid I will grow tired of that quickly. I don't want red...but maybe blue or purple? I'm not sure.
Finally, I want to put in power locks and windows. Has anyone had any luck doing that themselves? Or is that going to cost a fortune as well taking it someplace?
I think that's about all. Any suggestions or something i haven't mentioned that someone did to their car would be wonderful.

debadging can usually be done with some floss under the badge and goo gone. The headlights can be tinted black with a product called vht niteshades, I have used it on my bmw's tail lights and it worked VERY well. If you want an accent on the car go with vinyl because it can always be taken off. www.modernimage.net is a site devoted to car vinyls. Theyre basically like stickers but look like paint when on. Power locks and windows good luck. the only thing i could imagine being semi easy or cheap is if you have a parts car that had power locks and windows and even then i know it would be a very difficult install, if you find out anything different with that let me know because id love to put atleast power locks in my daily driver. Neons are alrite just make sure they are wired to a switch because neons outside are illegal and interior neons are in some states so its good to be able to shut them off if you get pulled over. :)
