When car is started, it revs up then down and up then down. Then shuts down. Is it due to the throttle position sensor? If so, how due I locate it and replace?

I moved your post to the appropriate forum.
Here's a link to the component location on a 3800-K motor. If your Intrigue has the 3.5, it's not exactly the same, but the TPS is in a similar location.

To change, all you have to do is unplug the wiring harness, remove the two screws holding it to the throttle body, and reverse to install new one.

Do you have a check engine light on? I wouldnt think the TPS would keep the car from running.
What happens if you give it some gas?

It was idling very rough, as I gave it gas it spit and reved but rpms would fluctuate greatly. Would idle a little, but would soon stall.

Sounds like it could be the IAC motor.

Would that cause it to miss and spit even as you hold the rpm's up?
