1992 Suburban brake lights

My '92 Suburban K1500 has no brake lights, and the hazards don't work.
I've checked the fuse box, the one labeled "STOP" has power. The one labeled "BRAKE" has no power with the ignition off, but does with the ignition on. On cars I've had in the past, some were labeled "Stop" for the brake lights, while others were "Brake" for the brake lights......this thing has both, so I'm confused on that.
Every thing else seems to work, turn signals, headlights, tail lights ect.
Could it be bulbs? I'm thinking no, because there is no brake light power at the trailer harness either.

power will always be at the brake light circuit....always..
ignition switch is not in this circuit...
check for power and switch operation at brake pedal switch area..
