brake pedal pressure

I have a 96 legacy wagon with 170,000 miles on it , it has always (last 60,000 miles) need a lot of leg pressure to work the brakes. It now is taking more pressure. I have replaced the pads rotors and calipers over the last 3 years and not been able to decrease pedal pressure. I do not see any vacume leaks from the manifold to the vacume booster. The brakes work very good but need to much pedal pressure. any thoughts

well here is the answer there is a check valve in the vacume hose from the intake manifold to the vacume boster. I replaced the hose $27.00 Subaru and it works fine now.
P.S. the check valve is in the center of the hose it's there but you may need to use plyers to squeeze the hose to find it.
