My Ford Windstar 1999 cannot move both front power windows when the front driver side door is closed
1. When the driver side door is closed or almost closed, the front driver side electrical pannel switch cannot control both front driver and passenger windows.
2. When the front driver side door is opened over two or three inches, I can move both front windows through driver side electrical switch pannel. It always works.
3. I can move front passenger side window through passenger side switch at any time.
4. I have no problem to move both rear power windoows through driver side electrical pannel at any time.

I think the problem is related with driver side door contact switch.
For this strange issue, any advice will be great help.

The driver's door panel switches get the most use ... so they are the first to fail, I think. You may also have a connector getting loose ... or even some harness wiring failure in the door hinge area ... but let's take care of the low hanging fruit first:

Just pry up the control switch bezel up and out of the door panel. Disconnect the harnesses. Using screwdrivers and penknives, open up the switch body. Now it gets tricky:

Try to get some narrow strips of small grit emery paper (400, or so, grit), or a small nail file, in between the switch contacts for a good cleaning. After you are sure they are all clean, blow out with compressed air. Then fill all the contact areas with silicone paste ... the more the better ... "Q-tips" will help.

Reassemble everything and see how lucky you are.

Or you can buy a new switch assembly for mega-bucks.

Sounds like a broken wire in the rubber accordian-like conduit running from the body to the front of the door. Those wires take a lot of flexing over the years. It is likely that the broken wire will not be obvious because the insulation may still be intact, but the copper wire inside is broken. So the wire will make contact as the door sits in a certain postion. Just play with the wires and have someone hold the switch until you find the right one. Gaining access is not too easy. You can try compressing the conduit. The easiest way (however not very professional) is to slit the rubber and tape it up afterwards.
