Heater fan never turns off

The heater fan runs even with the ignition off, I have pulled it's plug to keep my battery charge, but would like some help locating the problem.

Year and model would be helpful. First guess would be bad fan control module or a bad switch.

2000 Express with v6.

Most likely culprit is the blower control module.
