timing belt sqeak

i just got a new timing & tension belt. when i was driving home i noticed that if i turned the wheel 1/2 to 3/4 of the way while moving i'd hear a rubbing/sqeaking type noise, but it wouldnt happen everytime. and it never happens when im not moving. at first i thought it was the tire rubbing the well, but i dont see how thats possible since they didnt touch the suspension. do new belts make noise sometimes?

Bad motor mounts? or the plastic shield that covers the timing belt possibly is not seated properly. Or when they moved the powersteering pump to get to the timing belt they did not get the belt retightend after reinstalling the pump.
