1994 Saab Se 2.5 Fuel Pump Relay

I HAVE A 1994 SAAB 2.5 DOES ANYONE KNOW WHERE ITS LOCATED ? THE FUEL PUMP WONT RUN UNLESS THE CAR IS STARTED. I HAVE TO PRIME THE INTAKE WITH A SPRAY BOTTLE WITH GAS THEN THE CAR RUNS FINE BUT WHEN YOU SHUT IT OFF IT WONT START.ANY INPUT WOULD BE GREAT . PS I CHANGED THE FUEL PUMP AND STILL DOES THE SAME . The relay block is located under the dash by the steering wheel. If the wheel is on the left there is a column of 4 similar relays. The fuel pump relay is the 3rd one down (away from the smaller relays). If it's a right hand drive the relay block has 12 similar relays and with the screw holes on the left side it is the middle row, 2nd column.
