Welcome to AF!

are the heads on it yet and are the plugs in or is it a bare block or what?

Depending on the setup like the expected compression, valve springs and cam, yeah some can be pretty rough to turn over. The best time to check for "tight spots" is without the heads on it. If it has no heads on it and its that tight you have a problem like the wrong bearings in the block or something.

hey thanx well the engine has got everything on it except for the spark plugs its pretty much done im just waiting on my plugs and wires to come and its all ready in the car so now my question is if it takes a little less than 60 ft. lbs. to turn it should my starter be able to turn it over  i have a mini racing starter its labeled "chevy 350 mini racing PMGR Starter HT PM300" it says "Permanent magnet gear reduction high torque racing design will easily start up to 18:1 high compression engines" so idk if that helps you any well ill be waiting for your reply thanx

Your just fighting against the valve springs. That starter should kick it over no questions asked. I wouldnt worry about it, slap some plugs and wires on it and let it rock. :2cents:

A short block should take 40 or less. I also agree that 60 is ok with the heads installed and the valves are adjusted.
