1999 dodge stratus check engine light

Ok my friends check engine light came on and asked me to take a look at it. I ran a computer on it and the error code 401 first appeared. It said egr flow is insufficent. Well we flushed it out with an air compressor and ran the comptuer again, this time it said error code 403 wich is "An problem was detected in the EGR solenoid control circuit." What does this mean and how do go about fixing it. Thanks alot for any help.

I had the same issue with mines and I changed the fuel filter and fuel pump and still it wouldnt start. Guess what. It was the fuel hose connected to the fuel injector that was clogged.
So disconnect this hose and crank the engine to make sure that you have fuel preasure. If you dont see any fuel coming out then its either your fuel filter, fuel pump or the fuel hose thats clogged.
