Best small SUV

I have never been one for SUVs but my girlfriend of over 2 years is thinking about getting one. She is looking at small SUVs and cross overs. I want to keep it 13000 or so. Used is definately ok. Any suggestions?

Rav4 or CR-V
Neither are very powerful, but most small SUV's arn't. These two should be as reliable as any Honda or Toyota. Good girl's cars.
