The front blower fan works on high only. The rear control fan works fine. It is a 1998 Windstar GL.

I had EXACTLY the same thing happen on my '96.
The cause was a defective blower motor dropping resistor.
Mine had corrosion that caused the base of one of the resistors to break off of the board that it is mounted to.
The Dropping resistor is several wire coils, to give various resistance values.
The Fan switch selects which resistance to use, which controls the fan speed.
Also, there is a resistor that is designed, like a fuse, to burn open in case the motor becomes seized......which would prevent the motor from catching on fire.....this is part of the same assembly.
The replacement part is cheap, and easy to replace.
It is located under the glove box.......
I have pictures of the replacement process in my pictures that the link in my signature will take you to.

I had this fail on my 95 just like wiswind discribed. I went to the bone yard and found the newest Ford I could. The resister pack was the same without the corrosion. Also, I got it for $5.00.
