I've determined that HOV lanes are the dumbest thing ever invented. A passing observation will note that it would be a stretch to say that 5% of the cars on the road utilize this lane. Take 405 in Seattle for example. Without a HOV lane its just a two lane highway. Add that third lane and you have a 50% increase in capacity. That you are going to reserve for 5% of the traffic on the road. Does that make any sense? No.
The theory behind the HOV lane is that it encourages people to car pool or get into ride share vans. However it is my experience and the experience of everyone I've talked to that the people who use these methods would do so anyway, regardless of HOV lanes.
The goal behind this theory is to reduce traffic and save gas. This is completely thwarted by the fact that only 66% of the highway is available for 95% of the cars and thus everything backs up for miles. Whatever gas is saved by those in the HOV lanes is dwarfed by the tsunami of wasted gasoline burned by all of the cars stuck in the stop and go.

there was a documentary on tv earlier called "Guys and Dolls" (you can guess the content) i mean, these dolls were worryingly realistic. (no wonder these guys were banging them twice a night...)

Dude, I think you're completely right about HUV lanes making problems worse.
Here in NJ, about 10 years ago or so they tried to utilize HOV lanes on I-287. It failed and was quickly abandoned. And that highway is notorious for having astronomical congestion durring rush hour with all three, sometimes 4 lanes each direction open, but thats to be expected because it runs (mostly) North/South right through central Jersey.

We have the same idea in Sydney, except here they are called T2 or T3 lanes, and the idea is during peak hour, you must have that many people in your car (T3 = Transit 3 = Driver + 2 passengers).
It has a similar affect to what you describe, but the benefits are: Busses are usually on time because they can get through gridlock and emergency vehicles can reach accidents if there are any.
If all 3 lanes were chocker block, I think the situation would be worse than it is now, not better, but that's just my opinion.
