Removing fenders?

I got all the bolts out, but where the front bumper and the fender meet it is stuck on something and I cant figure it out. Any help would be much appreciated.

well there are alot going into the front bumper from the fender. I wanna say like 5 nuts on each side. There is one way up top which might be holding you up.
