Power Steeering Noise

I have just finished doing both struts on my '99 Windstar. Had a broken spring on one. There was a noise in the steering and I thought it may have been the Strut pivoting bearings at the top of the strut. The noise was still there after changing out the struts so I'm assuming that the noise is coming from the steering rack. The noise only happens when the wheels are turned in either direction, to a fairly extreme angle. It's a sort of low frequency vibration that can be felt in steering wheel. Any suggestions???

I had a problem with mine whinning. Changed the fluid and it went away it was very dirty.. I also have heard problems with the rack itself.. You could try the fluid change to see what happen, on my 2001 it takes dextron/ mercon tranny fluid 4 quarts will do..

Thanks GaryNC1, Ill try the fluid gange to see if it will help. I never have changed it, so it's proberbly due. I hve a feeling from the fel of it and the sound of it, that it appears to be the actual hydraulic cylinder that is causing the condition.
