Mexicans Want to Buy My Windstar!!!

This month, I had three different Mexican guys come to my door and offered to pay cash to buy my van (98/3.8L/145,000Miles). I haven't asked how much they give me for it, since I can't afford to sell it right now.
Now my neighbor, who has a '98 3.0L with a bad water pomp, decided to sell theirs to one of our neighborhood visitors. They asked this guy to go down to the county tax office and transfer the name on the title, but this guy is refusing to do so. My neighbor even offered to pay for the title transfer, but the guy still refusing it. What's up with that?
Anyway, I just wanted to share my Windstar story of the month.

This is just a guess....He probably wants to drive it on your neighbors tabs and in the neighbors name. Probably no insurance so he buys vehicals with current tabs....
