what causes headlights to stay on with keys out and not start

I suspect you have more than one problem.
If you have a glove box manual, find the location of the four "switched power" relays. Pull them one-at-a-time and see what changes.
This will not fix anything ... you will just gain some info. Post what you find.

Every once and a while on my 95 my windows will continue to work with the key off. I think I have a relay that the points are burnt and are sticking together keeping power flowing when the key is off. It hasn't happened for a while but I know I'll be replacing the relay soon. I had to replace the relay for the rear defrost because the points were totally burned away.
If you goto a bone yard for something some time pull some relays and fuese out of a late model Windstar. They didn't even charge me for them. They're something that gets thrown away anyway.

I am not sure about the windows or radio but my 98 Windstar had the daytime running lights relay go bad and cause the lights to stay on after I shut everything off. This relay is located under the dash and is reachable. If you pull the relay out the lights should go out. They just will not operate in the daytime running mode. Turning on the lights manually works fine. Try removing this relay and see if it fixes your problem. Give a reply if it does one way or another
